About Plastic Export Promotion Council (PLEXCONCIL)

The Plastics Export Promotion Council, PLEXCONCIL, is sponsored by the Ministry of Commerce and Industry, Department of Commerce, Government of India, is a non-profit organization representing exporters from the Indian plastics industry and is engaged in promoting the industry exports.

The Council is focused on achieving excellence in exports by undertaking various activities and initiatives to promote the plastic industry such as: 

  • participation in international trade fairs
  • sponsoring delegations to target markets
  • inviting foreign business delegations to India

Who can become the registered member of the Council?

If you are engaged in the manufacturing, processing, or exporting of plastic products and you hold a valid Import Export Code (IEC) number, which is issued by the Office of the Director General of Foreign Trade (DGFT), you will be eligible to become the registered plastic exporter of the Plastic Export Promotion Council

The Plexconcil offers two types of registration based on your nature of business.

  1. If you are a manufacturer of plastic products and wish to sell in the international market, you will need to register as a manufacturer exporter. 
  2. If you are a trader of plastic products and want to export to the international market, you will need to register as a merchant exporter.

What are the documents required for registration?

  1. Name and address of the office or business of all the partners, directors, and proprietors, along with residential addresses.
  2. Proof of commencement of Business
  3. In the case of a private/public limited company, a copy of the Memorandum and Articles of Association.
  4. copy of the partnership deed, in case of a partnership company.
  5. copy of the Import Export Code certificate.
  6. copy of business PAN number.
  7. In the case of manufacturer exporter, IEM certificate or Udyam Certificate with annexures.
  8. In the case of a Manufacturer Exporter - A Chartered Accountant’s Certificate certifying based on the average overall sales turnover of the past 3 financial years (including local sales and Export of Plastic and Non-Plastic) has to be submitted, if the Sales Turnover of the firm is Nil or less than Rs. 5 Crores
  9. In the case of Merchant Exporter - A Chartered Accountant’s Certificate certifying based on the average export of plastic products for the past 3 financial years has to be submitted if the Export of Plastic Products of the firm is Nil or less than Rs. 5 Crores.

What is the registration process?

A Notice has been issued by the Director General of Foreign Trade (DGFT) stating that application for a registration cum membership certificate (RCMC) or a registration certificate (RC) must be filed electronically through their common digital platform. 

The procedure for registration is as follows:

Step 1: Create your account with your IEC code, and your login credentials shall be used to log in to the DGFT portal.

Step 2: After logging in, go to the e-RCMC registration section in the portal, and fill out an application form with information such as your company name, address, IEC number, PAN number, date of incorporation, and nature of the business.

Step 3: Select Plexconcil and Fee Details.

Step 4: Fill in the details of authorised representatives or contact persons for the councils and click on the “Add Details” button to save the details.

Step 5: Under other information, select the countries to which you will be exporting and click on save & next

Step 6: You will be required to provide supporting documents, such as a PAN card, IEC certificate, incorporation certificate, and so on (see documents required). Attach all the documents required in the attachment section.

Step 7: Once the application form is completed, review your application form, make sure not to make any mistakes to avoid rejection, and give a declaration for the submission of the form to the council.

Step 8: After that click payment for RCMC, the applicant will be directed to the payment gateway for the payment, make the payment and then click on submit.

The committee shall review the application and may request additional documents or evidence if necessary

The decision on the application shall be made within 3 months from the date of submission.

On approval of the application, you will receive an e-RCMC certificate from PLEXCONCIL.

  • To take up the challenges of quantitative and qualitative growth, and with the introduction of numerous Government schemes and initiatives, today, Indian Plastic exports have emerged as one of the fastest-growing global sourcing hubs given, both, its sheer size and growing demand worldwide.
  • Merchandise Exports from India Scheme (MEIS): Merchandise Exports from India Scheme (MEIS) is a scheme meant to offset infrastructural inefficiencies and associated costs involved in the export of goods/products, that are produced/manufactured in India, and have especially high export intensity, employment potential to enhance India's export competitiveness. Under this scheme, exports of notified goods/ products to notified markets as listed in the Handbook of Procedures, are granted freely transferable duty credit scrips on realized FOB value of exports in free foreign exchange.
  •  EPCG - Export Promotion Capital Goods Scheme: The Export Promotion Capital Goods (EPCG) Scheme facilitates the import of capital goods for the production of quality goods and services that improve India's export competitiveness. EPCG scheme allows for the import of capital goods used in pre-production, production and post-production at zero customs duty.
  •  AA - Advance Authorization: Under this scheme, duty-free import of inputs is allowed only if these are physically incorporated in the export product (after making a normal allowance for wastage) with a minimum 15% value addition.
  • Duty-Free Import Authorization (DFIA) Scheme: Duty-Free Import Authorisation is issued to allow duty-free import of inputs. In addition, the import of oil and catalysts which is consumed/utilised in the process of production of export products, may also be allowed. It has an enabling provision for the transferability of authorization or materials imported against it. DFIA can be applied and obtained on a post-export basis as well. It is popular with exporters who export first and then obtain the Authorization, which can be sold freely.
  • Status Holder Scheme: Upon achieving prescribed export performance, status recognition as a one-star Export House, two-star Export House, three-star export house, four-star export house and five-star export house is accorded to the eligible applicants as per their export performance. Such Status Holders are eligible for various non-fiscal privileges as prescribed in the Foreign Trade Policy. 
  • Interest Equalisation Scheme The Interest Equalisation Scheme (earlier known as the Interest Subvention Scheme) on pre and post-shipment rupee export credit is given to the exporter.
  • Duty Drawback Scheme Under GST, the duty drawback is made available for the customs duty paid on imported inputs or central excise paid on certain petroleum or tobacco products used as inputs or fuel for captive power generation.
  • Networking with importers and customers interested in the plastic industry.

Termination of membership by the Plexconcil

The Committee may, after giving a member reasonable opportunity of hearing, remove the name of that member from the Register of Members, either for a specified period or indefinitely:-

  • if he has violated any condition for membership or
  • if he has been in arrears in regard to the payment of membership fee or any other amounts due from him to the Council for more than six months; or
  • if he has been guilty of disorderly conduct at meetings of the Council or of the Committee; or
  • if he has otherwise been guilty of conduct unbecoming of a member; or
  • if he has become disqualified.


A person shall be disqualified as a member of the Council if: 

  • he is found to be of unsound mind by a competent court
  • he applied to be adjudicated as or is adjudicated as, an insolvent 
  • he is convicted by a court of an offence involving moral turpitude and is sentenced, on such conviction, to imprisonment for not less than six months 
  • he becomes disqualified by an order of the court 
  • he ceases to be a member of the entity which he represents or such entity ceases to be a member of the Council
  • his name is removed from the register of members under Article 8.2
