About Chemical & Allied Export Promotion Council

The Chemical and Allied Export Promotion Council (CAPEXIL) was established in 1958 by the Ministry of Commerce, Government of India. It is an authorised body that will regulate your chemical and allied products if you wish to sell them in the international market. The council's primary objective is not just to regulate your products but to promote exports and create global demand for them.

Upon registration as a registered chemical exporter, CAPEXIL will support you by providing technical guidance and opportunities for trade promotion and international marketing.

What are the activities undertaken by the Council?

  1. The Capexil will take every possible step to support, protect, maintain, and promote the exports of all chemicals, pharmaceuticals and all other products covered under it.
  2. Conduct campaigns to bring to the notice of the dealers and the general public in foreign countries the advantages of trade and commerce with India in chemical and allied products;
  3. In the case of inspection by foreign authorities, for transparency, the council will appoint your officers to observe the inspection of your products.
  4. In case of any disputes with your foreign buyers, the council will appoint your officers to observe the survey of your chemical products.
  5. Provide information useful to manufacturers, traders and shippers of chemical and allied products through lectures, discussions, books, correspondence, exhibitions, films or otherwise
  6. Undertake market studies in individual foreign countries, send out trade missions to foreign countries, and appoint representatives, agents or correspondents in foreign markets to continuously report the prices, market preferences, and feedback of chemical and allied products 
  7. Provide insights on the manufacturers, traders and demand for chemical and allied products in various countries.
  8. Establish or maintain relationships with agencies set up for setting standards for the quality and packaging of chemical and allied products intended for export.
  9. Conduct research and experiments related to chemicals and their allied products.
  10. Appointing firms or persons who might serve as agents of Indian manufacturers and exporters of chemicals and allied products in foreign countries

Categories of membership offered by the council

The council offers two categories of membership:

(i) Associate Membership

(ii) Ordinary Membership

If you are engaged in the manufacturing, processing, or exporting of chemicals and allied products and you hold a valid Import Export Code (IEC) number, which is issued by the Office of the Director General of Foreign Trade (DGFT), you will be eligible to become the associate member of the Chemical & Allied Export Promotion Council (CAPEXIL)

The council offers two types of registration based on the nature of your business.

  • If you are a manufacturer of chemical and allied products and wish to sell in the international market, you will need to register as a manufacturer exporter. 
  • If you are a trader of chemical and allied products and want to export to the international market, you will need to register as a merchant exporter.

To become eligible for ordinary membership, you have to be an associate member of the Council for at least three years and your average exports during the immediately preceding three financial years, should not be less than Rs. 10 Lakhs if you are a registered MSME and Rs. 25 lakhs for others.

What are the documents required for registration?

  1. copy of Import Export Code (IEC) number
  2. copy of PAN
  3. copy of udyog Aadhar/SSI certificate
  4. IEM/Industrial license
  5. copy of Export House Certificate (if any)
  6. copy of Mining/Quarry Lease granted by Government (if any)
  7. Chartered Accountant's Certificate on export or domestic turnover for the last two years in respect of CAPEXIL's products
  8. copy of a cancelled cheque
  9. a self-declaration that the firm is not blacklisted by any government department or organization

What is the registration process?

A Notice has been issued by the Director General of Foreign Trade (DGFT) stating that application for a registration cum membership certificate (RCMC) or a registration certificate (RC) must be filed electronically through their common digital platform. 

The procedure for registration is as follows:

Step 1: Create your account with your IEC code, and your login credentials shall be used to log in to the DGFT portal.

Step 2: After logging in, go to the e-RCMC registration section in the portal, and fill out an application form with information such as your company name, address, IEC number, PAN number, date of incorporation, and nature of the business.

Step 3: Select Chemical & Allied Export Promotion Council and Fee Details.

Step 4: Fill in the details of authorised representatives or contact persons for the councils and click on the “Add Details” button to save the details.

Step 5: Under other information, select the countries to which you will be exporting and click on save & next

Step 6: You will be required to provide supporting documents, such as a PAN card, IEC certificate, incorporation certificate, and so on (see Documents required). Attach all the documents required in the attachment section.

Step 7: Once the application form is completed, review your application form, make sure not to make any mistakes to avoid rejection, and give a declaration for the submission of the form to the council.

Step 8: After that click payment for RCMC, the applicant will be directed to the payment gateway for the payment, make the payment and then click on submit.

The committee shall review the application and may request additional documents or evidence if necessary

The decision on the application shall be made within 3 months from the date of submission.

On approval of the application, you will receive an RCMC certificate from the Chemical & Allied Export Promotion Council.

1. Rs. 1,000 will be charged once in 5 years for dual RCMC for members of type Manufacturer cum Merchant Exporter

2. An empanelment fee of Rs. 1,000 will be charged for each panel.
