About the Basic Chemicals, Cosmetics & Dyes EPC

The Basic Chemicals, Cosmetics & Dyes Export Promotion Council (Chemexcil) was established in 1963 by the Ministry of Commerce, Government of India. It is an authorised body that regulates the production and export of specific products categorized into four distinct panels:

Panel - I: Dyes and Dye Intermediates

Panel - II: Basic Inorganic & Organic Chemicals, including Agrochemicals

Panel - III: Cosmetics, Soaps, Toiletries & Essential Oils

Panel - IV: Speciality Chemicals, Lubricants, and Castor Oil

The council's primary objective is not to regulate the listed products but to promote exports and create global demand for them.

Upon registration with the council as a registered exporter, CHEMEXCIL will support you by providing technical guidance and opportunities for trade promotion and international marketing.

What are the activities undertaken by the Council?

  1. To collaborate with the Indian government in developing policies and creating a favourable environment to enhance the exports of specified items from India.
  2. Participates in international exhibitions that are being held and invites overseas delegations to India to promote exports and establish long-term strategic alliances.
  3. The council connects buyers and sellers by identifying and matching specific product needs. It provides free-of-charge support to facilitate successful trade agreements.
  4. Participates in the Grievance Committee Meetings organised by the DGFT from time to time and takes up issues of the member-exporters connected with Customs, Central Excise, Port Authorities, etc. and tries to resolve the same
  5. Participates in the various meetings organised by the Ministry of Commerce & Industry to determine strategies for the export promotion of the listed items covering suggestions or views being received from its members.
  6. Issues recommendation letters to various overseas consulates or embassies in India for the issue of visas to its member exporters for attending exhibitions or delegations as well as for export or business promotion tours abroad.
  7. Has been authorised by the Ministry of Commerce & Industry to issue Non-preferential Certificates of Origin to its member exporters for the export of listed items to various countries abroad.

Categories of membership offered by the council

The council offers two categories of membership:

(i) Associate Membership

(ii) Ordinary Membership

If you are engaged in the manufacturing, processing, or exporting of listed products and you hold a valid Import Export Code (IEC) number, which is issued by the Office of the Director General of Foreign Trade (DGFT), you will be eligible to become the associate member of the Basic Chemicals, Cosmetics & Dyes Export Promotion Council (CAPEXIL)

The council offers two types of registration based on the nature of your business.

  • If you are a manufacturer of specified products and wish to sell in the international market, you will need to register as a manufacturer exporter. 
  • If you are a trader of specified products and want to export to the international market, you will need to register as a merchant exporter.

To become eligible for ordinary membership, 

  1. You have to be an associate member of the Council for at least three years, 
  2. You must have paid membership fees during the last 3 FYs on or before 30th June 
  3. Your average exports during the immediately preceding three financial years, should not be less than Rs. 10 Lakhs if you are a registered MSME and Rs. 25 lakhs in case of others.

What are the documents required for registration?

  1. Copy of Import Export Code (IEC)
  2. Copy of PAN 
  3. Copy of GST certificate
  4. copy of SIA/IEM/ Udyog Aadhar (Manufacturer exporter)
  5. CA Certified Export Turnover of last three Financial Years on CA letterhead
  6. Product list with HS CODE on company letterhead with production capacity in metric ton
  7. Director list with their DIN number, email ID, Tel. no. on member company letterhead
  8. ICEGATE User ID
  9. Partnership Deed copy (Partnership firm / LLP)
  10. Star Trade House / Export Trade House (Valid) Certificate Copy issued by DGFT
  11. Name, Designation, Mobile No. and Email ID of the company Export Head, Regulatory Head & Accounts Head on Member Company Letterhead.
  12. State Pollution Board copy (Not Compulsory)

What is the CHEMEXCIL registration process?

A Notice has been issued by the Director General of Foreign Trade (DGFT) stating that application for a registration cum membership certificate (RCMC) or a registration certificate (RC) must be filed electronically through their common digital platform. 

The procedure for registration is as follows:

Step 1: Create your account with your IEC code, and your login credentials shall be used to log in to the DGFT portal.

Step 2: After logging in, go to the e-RCMC registration section in the portal, and fill out an application form with information such as your company name, address, IEC number, PAN number, date of incorporation, and nature of the business.

Step 3: Select Chemexcil and Fee Details.

Step 4: Fill in the details of authorised representatives or contact persons for the councils and click on the “Add Details” button to save the details.

Step 5: Under other information, select the countries to which you will be exporting and click on save & next

Step 6: You will be required to provide supporting documents, such as a PAN card, IEC certificate, incorporation certificate, and so on (see Documents required). Attach all the documents required in the attachment section.

Step 7: Once the application form is completed, review your application form, make sure not to make any mistakes to avoid rejection, and give a declaration for the submission of the form to the council.

Step 8: After that click payment for RCMC, the applicant will be directed to the payment gateway for the payment, make the payment and then click on submit.

The committee shall review the application and may request additional documents or evidence if necessary

The decision on the application shall be made within 3 months from the date of submission.

On approval of the application, you will receive an RCMC certificate from the Basic Chemicals, Cosmetics & Dyes Export Promotion Council.
